Happy days are indeed here again throughout Mercer Countys commercial real estate scene.This happiness radiates through a statistic provided by County Executive Robert Prunetti: “Our rental property vacancy rate is at an all-time low–4.8 percent.”Just a few years ago, that figure was as high as 35 percent, with empty buildings languishing even along that area of prime real estate, the Route 1 Corridor. Says one elated realtor: “Weve finally tenanted all of our vacant space.”
With occupancy levels increasing nearly 1 million square feet in the first quarter, commercial real estate in Colorado Springs has climbed all the way back to its prerecession levels of five years ago. The quarterly “Commercial Availability Report” issued Monday by Paul Turner shows sharp reductions in office, industrial and shopping center vacancies, accompanied by a modest increase in the average asking price for rents. That surge brought the local vacancy rate down to 7.9 percent, nearly a point below the fourth quarter of 2005 and the best since the second quarter of 2001 when the rate was at 7.3 percent.

TRAFFIC WARDENS are being given the same training as nightclub bouncers, to help them cope with a surge in “ticket rage” attacks by drivers. The Transport Committee for London (TCL) plans to raise council parking penalties above the rate of inflation, from pounds 60 to pounds 80 for central London and from pounds 40 to pounds 60 in outer London. Motoring groups say the increases, expected to be implemented on 1 April 1999 by the Department of Transport, will provoke more assaults. They accuse councils, which took pounds 239m in fines last year, of profiteering. Last month, the House of Lords rejected a Bill by London authorities to make it a specific offence to attack a warden, like an assault on police. Westminster council, which tops the league for the amount of revenue in parking fines, is training its staff in “non- confrontational” techniques. “We are disappointed the Bill was rejected because it was intended to protect staff,” said Alan Bradley, chairman of the councils environment and planning committee. Camden council is also considering training its staff in self-defence tactics used by police. Paul Clyndes, a traffic warden for Camden council and Unison branch health and safety officer, says his colleagues are worried that fine increases will inflame drivers further. He has been spat at, verbally abused and threatened with violence. After the television programme Clampers was screened, Mr Clyndes says assaults increased from one to four a week in his area. Ive had my sexuality called into question, Ive had things thrown at me and Ive been chased. Colleagues have had cars driven at them and been driven over. “It has become acceptable for people to vent their anger on us and treat us like second class citizens. But there is no bonus if we issue more tickets. The police should do more to prosecute the attackers.” The AA also condemns the increases, saying a rise in “ticket rage” is likely, and the changes contravene government guidelines stating the discount for council fines paid early should be in line with police penalties. One of the hallmarks of the well-heeled in our society is having current issues of this magazine adorning the racks of their offices and the coffee tables of their homes. So, why am I writing here about defeating credit card debt? Ill tell you: Ive learnt over the years that quite a few individuals who earn hefty salaries or business profits tend to overlook gradually accumulating credit card balances on the personal front. This situation usually arises out of ignorance or distraction:
If you want to be the master of your credit card debt load, follow these key rules: 1. Take inventory. How many credit cards do you have? Whats the balance and minimum monthly payment on each? Whats the total balance? If its more than you thought or can afford, its time to pare down. 3. Get one low-fee or lower-interest card and use it wisely. Make your local bank or credit union your first stop when starting your search. Check to see if you can transfer existing debt from your various credit cards to your new lower-interest credit card.
SAVING money on your credit-card bill can be as simple as switching to a new card company. It is not just a question of playing the field for the lowest interest rate or the lowest annual fee. Some card issuers will trim your overall level of debt if you transfer your credit card business to them, even if you are still in the interest-free period and not yet paying any interest on that debt. Awakened from their slumber, real estate investments are flourishing in a low interest rate, low inflation climate Ive written several articles recommending REITs (Real Estate Investment Trusts) over the past two years, and have decided to write some general thoughts on where real estate securities may be headed. At the time, REITs were yielding as high as 14%, which made no sense in relation to the yields on other conservative income vehicles. REITs have returned about 60% overall in the past two years.
Real Estate Investment Trusts (REITs) are essentially closed-end real estate funds. They invest in commercial, office and/or residential properties. REITs typically generate high income (10%-to-15%) and some provide even higher returns. Because of their high yields, REITs are currently very popular. Lately, some REITs have been yielding over 20%. Here are some examples of REITs: CAP, Cominar, HR, RESREIT Retirement Residence, and Rio Can. These REITs trade on the Toronto Stock Exchange. Your stock broker should be able to provide more information. Money Digest publishes articles on REITs, income and royalty trusts on a regular basis.
The research reported in this issue is generally focused in two areas. First, several authors look at the role of publicly traded real estate securities in portfolio management for investors in direct real estate equities. The so-called hard money lenders-mortgage lenders who for a price will finance real estate properties that dont meet the specifications of prime lenders have gone mainstream in a way that was virtually unthinkable only a year ago, say executives at Pergolis Swartz Associates. Hard money lenders played a key role last fall when borrowers lost their commitments from Wall Street and needed quick money to rescue their deals. In numerous cases, these hard money lenders stepped into the breach and saved the day. Hard money lenders also have been instrumental in bringing a class of properties to market that prime lenders avoid. Thanks to their financing, millions of square feet of renovated problem properties have been put back into productive use and economic viability. The hard money lenders have become almost institutional at this point, said Jerry Swartz, a principal of Pergolis Swartz Associates. There are so many viable deals our there today that just dont meet the criteria of the prime lenders or the Wall Street conduits, that the hard money lenders have become an extremely important part of the mortgage financing scene.
THE RECENT SCRUTINY OF colleges preferred lender lists by state and federal officials, while intended to expose unscrupulous student lending practices, has generated a flood of misleading information in the media and in political arenas about a common practice designed to benefit students. Media reports suggest that the preferred lender list is the result of an unholy union between financial aid officers and student loan companies designed to pick the pockets of students and their parents. Helping the public to understand how preferred lender lists are developed and used would help dispel some of the myths that have been growing about this common student aid tool. San Diego — The venerable London Black Cab wont be spitting black diesel fumes within this decade, as the Mayor of London and the British government continue to push for clean-up of old diesel taxicabs, buses and heavy-goods vehicles. However, tests on four London Black Cabs (three Euro-I, one Euro-II) retrofitted with diesel particulate filters (DPFs) and using Associated Octels iron-strontium fuel-borne catalyst (FBC) for soot-oxidation boost show that PM can nearly be eliminated from such vehicles, as Octel researcher Paul Richards showed in a paper (SAE 2002-01-2 75) to Society of Automotive Engineers Powertrain Fluids conference here. Despite this encouraging news, the Lord Mayors current strategy instead pushes for gradual conversion of these taxis to LP-Gas, rather than DPF retrofits. The rationale: LP-Gas also reduces NOx and vehicle noise compared to filter-equipped diesels. However, Octel argues this wouldnt be the most cost-effective strategy, given that DPF/FBC retrofits are much cheaper than gas conversions, and taxis account for only 7% of central London NOx anyway.

Damon Wayans has a new therapist, and hes gay. On the hit series My Wife and Kids, now in its second season on ABC, Wayans and TV bride Tisha Campbell-Martin have been searching for the right shrink. It seems theyve found one in out actor-comic Jason Stuart. Stuart, whose character appeared in a single episode last season, has been asked to portray the therapist as a recurring role. With Stuarts episodes airing during the critical period of May sweeps, a gay therapist could be just what the ratings doctor ordered. Yet one cant help but wonder if Stuarts therapist will be subjugated to the same stereotypical (albeit hilarious) brand of humor Wayans displayed with his outrageously fey “Men on Film” characters on In Living Color. Stuart, who paid his dues as an openly gay stand-up comic, understands breaking the rules of political correctness for comedy. “It was very stereotypical,” Stuart says in acknowledging Wayanss portrayal of gays. “But if you look at the show, thats everything that they did. When they did the Homeboy Shopping Network, the black community went nuts. They skewered everyone.”

HypnotherapyHypnotherapy is a combination of hypnosis and therapeutic intervention . The therapist leads the patient to positive change while the patient is deeply relaxed in a state of heightened suggestibility called trance.
Hypnosis is widely used and accepted as an adjunct to treatment for pain control, habit disorders, symptom reduction, and many medical problems. Although in the past the application and effectiveness of hypnosis have been questioned by the medical community, the clinical disciplines that use hypnotherapy have grown to include the medical specialties, psychiatry, psychology, and social work. In the last 20 years over 100 review articles have been published by a diverse membership in both the American Journal of Clinical Hypnosis and the Journal of Clinical and Experimental Hypnosis, which are the respective journals of the American Society of Clinical Hypnosis and the Society of Clinical and Experimental Hypnosis. The International Society of Hypnosis is composed of individual members from more than 20 national constituent societies. The use of hypnosis is widespread in various areas of clinical medicine, and family physicians are in an ideal position to address questions about the indications, misconceptions, and contraindications for the use of hypnosis. The physicians understanding of the history, theory, and clinical application can help guide the patient to this alternate therapeutic modality. Education in basic and advanced hypnosis can also enhance the family physicians armamentarium in diagnosing and treating many common ailments.

Part A consisting of 9 chapters covers foundational material on systems theory and how that can be applied to organic systems and to hypnosis. It discusses positive feedback loops that amplify the process and negative feedback loops that subdue the process. Positive feedback amplification can be either beneficial or harmful depending on whether increasing the effect is desired, while negative feedback calming can be either beneficial or harmful depending on whether decreasing the effect is desired. Morgan focuses on the activity of a system, the activity of its component subsystems, or the activity of the supersystem of which the system is a component. His main theoretical focus is on whether the activity of the system is increasing, decreasing, or staying the same, as other components change in specified ways. Hypnosis is described in systems terms, not as a “state,” but rather in terms of what system or subsystem components are changed, either increased or decreased, during trance induction, deepening, maintenance, trance work, and termination. He uses simple symbols to represent activities in quasi-mathematical style, which is helpful. Some of the letter symbols are used for different activities in different parts of the book. It would have been easier to follow if given letter symbols had been used more consistently to represent single specific activities. Some of his textual references to others publications are found in the bibliography at the end of the book, but some are unfortunately not present in the bibliography. He goes through common hypnotic tests in Chapter 8 and inductions in Chapter 9 explaining them in systems terms. This does produce some greater conceptual clarity with respect to subsystem component activities during hypnosis. Part B consisting of 6 chapters is the central discussion on what the systems approach can teach us about hypnotherapy. Chapter 10 discusses the matter of diagnosis in systems terms looking at precursors, problems, and resultants, and how they change with respect to one another. Chapter 11 focuses on positive and negative feedback loops in organic systems including behavioral, emotive, and cognitive. The vicious circle is a positive feedback loop with harmful consequences. Thinking in systems terms may make needed changes clearer to the therapist. Chapter 12 looks at the consequences of symptom reduction. The remaining three chapters in this part examine making changes by choosing the appropriate positive feedback loops to amplify desired effects and the appropriate negative feedback loops to quiet undesired effects, planning the changes, and reinforcing the changes by selecting natural reinforces.

Looking at freight transport, there was a significant increase in maritime and railway transport, while the volume of road transport remained roughly at the level from last years second quarter. After the volume of maritime transport fell by a fifth in the first quarter, it rose by 14.5% in the second quarter of 2007, year on year. The volume of transport has become more volatile in recent years, but the volume of goods carried has not contracted significantly relative to the global conjuncture witnessed in the industry in 2005. Maritime transport is one of the minor transport modes in Slovenia. Railway freight transport grew by 14.9% in the first quarter and continued to grow strongly in the second quarter. Harbour transport recorded a modest increase, while road freight transport did not increase in year-on-year terms in the second quarter, partly because of the very high volume of road transport seen in the second quarter of 2006. Data also show that the expansion in this mode of transport, boosted by the abolition of restrictions upon Slovenias accession to the EU, has moderated somewhat this year Slovenia is near the top among EU countries according to the volume of road freight transport per capita. The assessment refers to the volume of freight transport expressed in tonne kilometres, undertaken by freight vehicles registered in a given country. It measures carriage by domestic freight vehicles in the country of registration and abroad, and not the volume of transport within the territory of a given country. In 2006 by far the most per capita road shipments were performed by carriers registered in Luxembourg (18,766 tkm; see graph). Slovenian carriers (with three times lower freight transport per capita) were ranked second and performed 58.9% more transport than the average carrier in the EU. The high intensity of road freight transport in Slovenia is the result of the surging growth rates of road transport, particularly in 2004 and 2005 (27.9% and 22.5%). From the second quarter of 2004 to the second quarter of 2007, the volume of shipments carried by freight vehicles registered in Slovenia increased by 53.8%. Domestic transport rose by 23.9%, while international transport climbed by as much as 63.8%. Within international transport, the largest (3.2-fold) increase was recorded in cross-trade transport and cabotage (transport performed in another country). The well-developed shipping industry in Slovenia is attributable to Slovenias favourable position at the crossing of European corridors V and X. Transport on these corridors is increasing, and Slovenian carriers are exploiting new business opportunities. With Slovenias entry into the EU, a number of administrative barriers for carriage within the EU were removed for Slovenian carriers (especially the procurement of a limited number of licences). Slovenia also negotiated the possibility to perform cabotage in the EU-15 countries, which the Eastern European countries that joined the EU together with Slovenia will only be allowed to do after the end of a five-year period.
Freight transport saw a surge in harbour transport and an over 10% increase in road transport. The volume of rail freight transport picked up by 5.4% in the final quarter, year on year, while the volume of road freight transport rose even more, by 9.7%. Although road freight transport declined by a few per cent in Q3, its annual increase in 2006 still reached a high 9.8%, which contributed significantly to the total increase in the transport, storage, and communications sector (road freight transport generates almost a quarter of the value added in this sector). Maritime freight transport fell by 6.4% in 2006 after having surged by 41.7% in 2005 amid the boom in this branch. In the final quarter of 2006, the volume of maritime transport already rose by 4.4%, year on year. Harbour freight transport recorded the biggest increase in Q4, by 17.0%. It also enjoyed the highest annual growth within freight transport (22.5%). Road freight transport has been growing strongly in the past few years, including in 2006, due to the increasing international transport (see the graph). The volume of international road freight transport increased by 12.5% in 2006 while national road freight transport even fell by 3.5%. Within international transport, cross-trade transport and cabotage (transport performed in another country) recorded the highest increase of 16.4%. Measured in tonne kilometres, international transport comprised 81.2% of the total transport of goods by road while national transport totalled 18.8% of the total road freight transport (if the volume of transport is measured solely in tonnes of goods carried and the travelled distances are disregarded, national transport prevails with a 82.5% share). 56.3% of international transport was performed by companies, while slightly over 50% of national transport was carried out by sole entrepreneurs. Own-account transport comprised 3.0% of international transport and 31.1% of national transport (the rest was transport for hire or reward).
In the final quarter of 2007, passenger transport saw the largest increase in air transport and the largest decline in city bus transport. Within land passenger transport, the declining trend of bus transport continued. The annual decline in the number of passengers in intercity and city bus transport (-3.9% and -3.5%, respectively) was also similar to the average annual decrease in the last three years (5.9% and 3.3%, respectively). The volume of railway passenger transport in the final quarter of 2007 did not strengthen significantly year on year; the 2.4% growth recorded in 2007 was also only slightly above the three-year average (2.1%). Air transport and airport transport posted vigorous growth in the final quarter of last year (27.6% and 19.6% year on year, respectively). The increases in 2007 (13.7% and 13.3%, respectively) were also somewhat greater relative to the average annual rises in the last few years. In air transport, this also enabled an increase in aircraft fleet (lease of one and purchase of two new aircrafts) and in airport transport, the completion of the first phase of the new passenger terminal and arrival of two new airline companies, which started to fly regularly from Ljubljanas airport last year. Within freight transport, road transport has increased significantly, whereas maritime freight transport is still decreasing slightly, following the boom recorded in this branch two years before. In the final quarter last year, the volume of freight transport by rail decreased by 3.7% relative to the same quarter of 2006, whereas 2007 as a whole saw a solid 6.8% growth, which exceeded the average growth in the last three years (4.6%). Road freight transport strengthened by as much as 19.1% in the final quarter of 2007; the high 13.4% annual growth nevertheless fell short of the annual average of the last three years by almost 2.p.p. Against the background of favourable international trends, maritime freight transport increased by a respective 30.6% and 41.8% in 2004 and 2005, whereas it dropped by a respective 6.4% and 5.2% in 2006 and 2007. The fall in the volume of maritime transport in the final quarter last year (-8.7%) indicates that the slowdown continues. Harbour freight transport in the final quarter and in 2007 as a whole recorded only a slight increase, particularly compared to the high 22.5% growth in 2006 (average annual growth in the last three years totalled 9.5%). Road freight transport by domestic carriers recorded a much stronger increase than railway freight transport over the last few years, largely due to the increasing international transport (see graph). The volume of road freight transport (in tonne kilometres - tkm), which was almost as much as three times greater than railway transport in 2004, increased by 4,728 million tkm until 2007 (by 52.5%), whereas railway transport increased only by 454 million tkm (by 14.4%). In three years, road freight transport became almost four times greater than railway transport; the share of road transport within freight transport rose to 79.2%. Road transport growth strengthened particularly after Slovenias accession to the EU and mainly through increased international transport (see SEM 1/2008: 14). The largest increase was recorded in cross-trade transport and cabotage, by 2,161 million tkm (by 155.2%). International transport of goods loaded in Slovenia increased by 1,323 million tkm (by 49.4%) and international transport of goods unloaded in Slovenia by 937 million tkm (by 35.1%). National road transport in Slovenia increased by a mere 306 million tkm (by 13.5%).

The scalp also appears normal in children with alopecia areata, but this condition produces a clearly circumscribed area of complete hair loss bordered by pathognomonic exclamation point hairs that are wider at the tip than close to the scalp. Hair loss that is secondary to dermatophyte scalp infection (tinea capitis) is associated with inflammation and scaling of the scalp with broken infected hairs either at the scalp level or close to the hair root. The scalp may appear to have black dots, which are caused by the stubble of broken hairs. Alopecia that is present from birth may result from in utero scarring (aplasia cutis) or nevus sebaceous, which has an orange, velvety appearance and becomes more prominent and wart-like during adolescence because of increased sebaceous activity.

Twenty-five years after the NABs launch, big changes in media ownership have radically altered New Zealands newspaper advertising landscape. Incoming NAB boss Sonya Crosby tells David McNickel how her organisation plans to move with the times. Despite this, however, Crosby says now is a good time for the NAB to examine its business model. First thing on the change agenda she says, is the inclusion of Sunday papers in the NAB mix. “Thats up for discussion right now. My belief is that we should be representing all newspapers and if were going to offer an independent solution we need to be able to offer whatever is required to get that solution to work. Sundays are currently not on the list - were looking at paid dailies only. In the past the newspaper business has been quite regionally specific and essentially non-competitive between NAB member papers. But the environment has changed from when the NAB started, so the question now is has the environment changed to the point where we should really be considering adding Sundays to the mix.” Also up for discussion says Crosby is the future of the Metpac and Regional Max packages that have proved so successful for the NAB since they were launched in 1996 and 1999 respectively. The reason for the rethink she says is a new approach to how papers are sold - as marketing, rather than regional solutions. “Were having a look at changing the way we put our packages together,” she says. “We have some good packages but theyre pretty much based on geographic spread and readership. What Im interested in doing is finding ways to talk to the target more effectively.

Sales of home entertainment software will have a bright future if theres a theater in every home. If current sales trends hold true, quite a few homes in United States will have their own little theaters, thanks largely to DVD video. Powered by DVD video player sales, sales of home theater hardware jumped 11% to $9.5 billion in 1999, according to the Consumer Electronics Association. Sales of DVD players grew faster than any other CE product in 1999, rocketing up 170% to $1.1 billion for 1999 from $407 million in 1998.
The new Dell 3100MP fits into the home category, especially with a price tag of $2,499. The 3.5-pound projector can display the output of just about every video device, from computers to DVD players, at a size that the company says is five times that of the largest big- screen television. It uses the industry-standard Texas Instruments digital light processing, or DLP, chip for an XGA resolution of 1,024 by 768 pixels and a brightness of 1,050 lumens. A lumen, simply put, is the amount of light one candle can shine on a one-foot-square section of a surface. Comparable units range from 800 to 1,100 lumens. The Dell 3100MP can handle all television standards, meaning it can be used worldwide without modification. It is housed in a magnesium case and ships with cables to connect to all current video devices.
By comparison, even the biggest of big-screen TVs are peanuts. Trite. Insignificant. Small potatoes. Cheap n nasty. One joins the really big league in home movie set-ups when you have a complete theater in your home, costing anything from $30,000 to upwards of a million dollars. Reeses company, A Creative Theater, is at the moment midway to finishing a Marco Island project that will have an Australian theme, with walls upholstered in crocodile-type fabric, a multiple-seat arena and full stage with motorized drapery for complete theater effect.

In recent years, investing in most real estate projects has generated very handsome returns. Other than the office markets in some high-tech areas, the returns on real estate have far exceeded the returns on all other investment categories. There are a variety of reasons why real estate, in general, has performed above other investment types, one of which is the unusually low interest rates. These investments included a variety of real estate types, such as single-family housing, multi-family office buildings, hotels, raw land, assisted living facilities and industrial properties. Investments were made by direct equity mezzanine funding, mezz equity and mortgages. All the investments were made with outside managers.
Real Estate Investment Trusts (REITs) are essentially closed-end real estate funds. They invest in commercial, office and/or residential properties. REITs typically generate high income (10%-to-15%) and some provide even higher returns. Because of their high yields, REITs are currently very popular. Lately, some REITs have been yielding over 10%. Food for the hungry April 17 marked the kickoff for the annual Plant A Row for the Hungry campaign, which collects homegrown produce for Care Share food banks. ONE of the cooks who had the greatest influence on me in my girlhood was not a cook at all, or even a real person. She was Lady Addle, that wonderful fictional character of the Forties, a distressed noblewoman struggling against the austerities of the Home Front in the second world war, whose exploits I discovered on the bookshelves at home. I feel rather like Lady Addle about salmon. Salmon, as she might have said, is not what it was. Once an expensive delicacy, it has now, like chicken, become flavourless, factory-farmed fast food. Yet supermarket salmon is an essential staple food; it is cheap, nutritious, neatly packaged in fillets and steaks and is on every list of the ten healthiest things you can eat, along with broccoli, brazil nuts and dried Hunza apricots. So, the domestic cook must bring the resolution of a Lady Addle to those sad, artificially orange little bits of fish. My favourite method is to cook salmon fillets, individually wrapped in foil, for about 15 or 20 minutes in an oven heated to about 180C. It is quicker to roast them uncovered in a hot oven for about 8-10 minutes or to grill them on a hot metal sheet or Le Creuset (or similar) dish for 6-7 minutes. But baking in foil is the simplest method, the least smelly and the least likely to make the salmon dry. I think the fish actually improves by waiting for a while in its foil parcels, if you take it out when still slightly underdone. This leaves plenty of time to do something about the rest of supper and even about some sort of sauce - always the problem for the hard-pressed domestic cook, who has no time for serious sauces.

A survey of management holidays in the Wall Street Journal last week claimed that there is a Catch-22 for senior workers: “The enhanced mobility of wireless communications is making it harder for people to disconnect.” According to the report, numerous European high-flyers are spending the beach bars Happy Hour talking to colleagues back home on their mobiles. Technology, naturally, is to blame. The simultaneous arrival of the mobile phone and laptop means theres no escape. The only solution for hard-pressed senior executives is to switch their phones off and claim they are in a location too remote for a signal. But deputies remember - bosses deserve it, thats what they get paid for.

The Associated Press ISTANBUL, Turkey — Terrified earthquake survivors sought the safety of open ground Tuesday as the enormity of Turkeys tragedy became clear — more than 2,000 people killed, 13,000 injured and thousands more missing after an overwhelming show of natures power. Geophysicists at the U.S. National Earthquake Information Center described the quake as one of the most powerful recorded in the 20th century, nearly rivaling the 7.9-magnitude temblor that devastated San Francisco in 1906. It was felt as far east as Ankara, 200 miles away, and across parts of the Balkans.
TURKEY are top of Group Seven, three points ahead of England, after a 2-1 victory in Macedonia. But the World Cup semi-finalists were given a shock by their unfancied opponents, who took a second-minute lead when Vlatko Grozdanoski headed home from close range. Macedonia, who face England on Wednesday, should have scored more before Turkey equalised against the run of play in the 29th minute when midfielder Okan Buruk fired home after a deflected cross from the right.
TURKEY SECURED a hard-fought 3-2 home victory over Macedonia in a Euro 2004 qualifier in Istanbul, maintaining a two-point lead over England at the top of Group Seven.
